Hi David,

Face Shields are not recognised as PPE by HMPPS due to the lesser protection that they provide. In line with the relevant policies, all staff should wear FRSMs in requried areas, and prisoners/service users should wear the face coverings provided.

Is it acceptable to wear a face covering under the FRSM masks for comfort?
The face covering will be under the FRSM mask and is washed daily with filters replaced daily.

Hi Samantha,

Wearing both a covering and an FRSM would not be a position supported by HMPPS policy.

The reasoning for this is:
• A double covering/mask provision isn’t provided on any authoritative guidance (such as PH/GOV.UK/HSE).
• A covering isn’t supported as providing clinical benefit in terms of protection
• Use of both may present breathing issues.
• Use of covering underneath may provide a false assurance of protection and users may not fit or use the mask over the covering appropriately.

Wearing a mask is the sensible option. However can i ask why staff are required to wear FRSM whilst on an unlocked wing, then when they are delivering interventions in a small room (12ft square), a group being 2 members of staff and 8 prisoners, staff are then required to remove the FRSM. Can i ask is this correct as the contact is increased as social distancing is nigh on impossible, and if so are you able explain the logic behind this?

Hi David,

The areas where staff are ‘required’ to wear face masks is largely dependent on local decision making and mandation, apart from areas that are covered by national SOPs. We ask all establishments to make localised risk decisions about where they mandate face masks locally. Staff are able to wear a face mask in any additional circumstances under the ‘individual choice’ tier of the model and therefore would not be required to remove it apart from for the purposes of security. Can I confirm that the Face Covering review has not changed the position that it is mandatory for prisoners to wear face coverings in reception holding rooms.
