PHE Engagement (18.06.21)

Public Health England have issued guidance to regional Health & Justice Leads on considerations for transition to Stage 2 regimes. PHE are requesting a minimum of 5 days to respond to requests which is in line with expectations for other stakeholder / partner engagements.

The guidance promotes consideration of matters similar to HMPPS considerations for progression from Stage 4 to Stage 3, including:

  • Outbreak status & assurance of case reporting systems
  • Compartmentalisation
  • Testing
  • Management of Regime Groups
  • Vaccination rates
  • Infection Prevention & Control measures
  • Local context including community prevalence
  • Use of ROTL
  • Contact Tracing arrangements

Joint working arrangements with health sector partners in Wales including PHW are unchanged.

To help clarify the position regarding the agreed consultation process with NTUS colleagues on Stage 2 progression the following guidance has been prepared, establishments are asked to take note.

Francis Stuart has this week written to NTUS colleagues agreeing the best practice to be followed when consulting NTUS representatives on Stage 2 progression – establishments are asked to take note of the below letter.

Stage 2 Gateway and Mechanics (17.05.21)

We have now received Ministerial permission to re-open the Stage 2 gateway for sites currently delivering Stage 3 Regimes. In line with the National Framework, Stage 2 signals a move towards greater local decision making, and guidance is accessible below which sets out regime delivery and planning at Stage 2.

The linked briefing (issued 17.05.21) sets out the mechanics for progression to stage 2 and provides the checklist which must be used in signing off Stage 2 progression decisions and further guidance for establishments in developing their local recovery plans.
